CONCEPTUAL BACKGROUND FOR THE DESIGN OF GENERAL AND HIGHER EDUCATION IN UKRAINE: HISTORICAL CONTEXT AND PARADIGM CHANGE

This article presents a discussion of historical context and paradigm change in Ukraine’s educational systems design functioning. The purpose this is simply to alert the reader foundational issues education that tend be under-examined post-Soviet space. hope will stimulate further by Ukrainian audience, as audience may consider relevant specific conditions Ukraine. These themes follow from transformation away colonial status national independence general processes social modernization. intention thought about have been concerning secondary tertiary independent highlights cultural, sociological, organizational complexity reform. paper emphasizes institutions need recognized quintessentially human organizations, are not easily amenable elitist or market management methods. A prominent, though exclusive, role should accorded teachers faculty, main “custodians” education. Ultimately, reform requires corresponding changes basic culture values any given country.
